Igor Stravinksy - the 1900's
from Memories and Commentaries, page 173:
Since then I have thought about quarter-tones but avoided writing them. After all, we hear unintentional quarter-tones all the time. The beautiful exception, the perfect exploitation of the quarter-tone is in Alban Berg’s Kammerkonzert, where it is perfectly prepared by a phrase in whole tones, a diatonic phrase, and a phrase in chromatics: here the distinctions are clear, convincing and effective.
